Chrome dev tools is showing that it's an image that can't be found: https://www.greenfoot.org/scenarios/handgun%20move/survivor-move_handgun_0.png 404 (Not Found)
According to me i think U might be animating a png
The error might have occurred becaz u have named the png as
move_handgun_1.png
move_handgun_2.png
move_handgun_3.png
Note that 'move_handgun_0.png' would be missing
The correct way of naming png:-
move_handgun_0.png
move_handgun_1.png
move_handgun_2.png

I don't know why, but he wasn't accessing the folders inside the game's images folder, so I removed all the folders and left only the images. Thanks for commenting, you guys helped me find the solution.
