How do I create a 'Scrolling World'?

I want to create a side scrolling shooter, but I'm not sure how to program the scrolling world... I assume it would be something like... IF(at edge of world)THEN move the world ENDIF but how do i write 'move the world'.

There are many example scenarios with scrolling worlds. There is even a collection of scrollers.
